11月21日，2025“一带一路”国际商协会大会在北京举行。本届大会以“链接全球商协会资源 高质量共建‘一带一路’”为主题，旨在汇聚全球商协会智慧和力量，为国际贸易和投资搭建新平台。ANSO“一带一路”国际科技企业联盟副理事长兼秘书长、丝路对话创始人崔一婷受邀出席并进行圆桌对话。
On November 21st, the 2025 "Belt and Road" International Chamber of Commerce and Association Conference was held in Beijing. With the theme of "Linking Global Chamber of Commerce and Association Resources for High-Quality Joint Construction of the 'Belt and Road'", this conference aims to gather the wisdom and strength of global chambers of commerce and associations, and build a new platform for international trade and investment. 当前，共建“一带一路”已经进入高质量发展新阶段。党的二十届四中全会通过的“十五五”规划建议要求，“高质量共建‘一带一路’”“深化基础设施‘硬联通’、规则标准‘软联通’、同共建国家人民‘心联通’，完善立体互联互通网络布局，统筹推进重大标志性工程和‘小而美’民生项目建设”。在此背景下，本届大会进一步发挥平台效应，汇聚全球商协会智慧和力量，围绕深化经贸投资合作、促进科技创新与人文交流等核心议题展开深入探讨，共同推动高质量共建“一带一路”走深走实。
At present, the joint construction of the "Belt and Road" has entered a new stage of high-quality development. The Proposal for the 15th Five-Year Plan adopted at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China requires "high-quality joint construction of the 'Belt and Road'", "deepening the 'hard connectivity' of infrastructure, the 'soft connectivity' of rules and standards, and the 'people-to-people connectivity' with people of co-construction countries, improving the three-dimensional interconnection network layout, and promoting the construction of major landmark projects and 'small yet beautiful' people's livelihood projects in a coordinated manner". Against this backdrop, this conference further gives play to the platform effect, gathers the wisdom and strength of global chambers of commerce and associations, conducts in-depth discussions around core topics such as deepening economic and trade investment cooperation, promoting scientific and technological innovation and people-to-people and cultural exchanges, and jointly promotes the high-quality joint construction of the "Belt and Road" to go deeper and achieve tangible results.

At the opening ceremony and main forum, Chinese and foreign guests shared experiences, exchanged viewpoints, built consensus on cooperation, and explored development opportunities around the theme of high-quality joint construction of the "Belt and Road". ANSO“一带一路”国际科技企业联盟副理事长兼秘书长、丝路对话创始人崔一婷用“数智未来、场景联通、幸福共建”三个关键词，共话“一带一路”高质量发展的新图景：这条路，正在从经济通道，走向科技文明之路、幸福之路。
Cui Yiting, Secretary-General of the Alliance of National and International Innovative Enterprises for the Belt and Road Regions and Founder of Silk Road Dialogue, talked about the new prospect of the high-quality development of the Belt and Road Initiative (BRI) around three core keywords: "Digital Future, Scenario Connection, and Joint Construction for Happiness". She pointed out that this route is evolving from a mere economic corridor into a path of technological civilization and a road leading to well-being.
“一带一路”高质量发展，意味着可持续、惠民生，那要求商协会、民营企业做什么？对商协会和民营企业而言，光有“听得懂的话”“对得上的资源”还不够，更关键的是把它们变成“看得见、摸得着、可复制”的场景，让合作真正落到企业、城市与普通人的生活中。
The high-quality development of the BRI signifies sustainability and people's well-being. So what is required of chambers of commerce, associations and private enterprises in this process? For these entities, it is not enough to only have "understandable communication" and "matching resources". More importantly, they need to transform these into "visible, tangible and replicable scenarios", ensuring that cooperation truly takes root in enterprises, cities and the daily lives of ordinary people.
围绕“软联通、硬联通、心相通”，ANSO“一带一路”国际科技企业联盟与丝路对话共同搭建起“三类场景、多个载体”的矩阵：以“幸福TECH会客厅”承载软联通，让国际与国内、科学家与企业家、城市治理者与普通市民同桌对话，把技术语言转化为政策语言、市场语言、市民语言，把“能不能做”变成“具体怎么做”；以“国际科技产业融合发展中心”和“数智幸福微博物馆”承载硬联通，前者打通科技成果从实验室走向园区和城市场景的全链条，后者为全球企业提供免费展销空间和销售解决方案，让科技成果在真实市场中被体验、被验证、被选择；以“丝路国际幸福周”承载心相通，通过节庆、展览与论坛，联动不同国家城市、企业、媒体和消费者，呈现丝路品牌与国际幸福城市模板。
Centering on "hard connectivity, soft connectivity and people-to-people connectivity", the Alliance of National and International Innovative Enterprises for the Belt and Road Regions and Silk Road Dialogue have jointly established a matrix consisting of "three types of scenarios and multiple carriers": The "Happiness TECH Salon" undertakes the task of soft connectivity. It enables in-depth discussions among domestic and international participants, including scientists, entrepreneurs, urban governors and ordinary citizens. It translates technical jargon into policy language, market terminology and daily expressions for the public, and turns the question of "whether something can be done" into a practical plan of "how specifically to do it". The "International Center for the Integrated Development of Science, Technology and Industry" and the "Digital Intelligent Well-being Micro-Museum" serve as the pillars for hard connectivity. The former unblocks the entire industrial chain that transforms scientific and technological achievements from laboratories to industrial parks and urban application scenarios. The latter provides free exhibition spaces and sales solutions for global enterprises, allowing scientific and technological innovations to be experienced, verified and adopted in real market environments. The "Silk Road International Happiness Week" facilitates people-to-people connectivity. Through various festivals, exhibitions and forums, it links cities, enterprises, media outlets and consumers from different countries, showcasing Silk Road-branded products and models of international happy cities.
ANSO“一带一路”国际科技企业联盟、丝路对话的长场景化落地项目，把“软联通、硬联通、心相通”的宏大叙事，拉回到企业能参与、城市能应用、人民能感受的具象空间。他们正在做的就是新时代商协会----应从“牵线搭桥、资源对接者”升级为“系统赋能者”：既帮助企业对接全球科学家资源，又为科技成果提供从样机到产品、从产品到城市场景的转化路径；还通过数智幸福微博物馆等载体，为中外企业进入彼此市场降低成本和风险，在数智时代共同打造“组团式走出去”的新路径。
The long-term scenario-based implementation projects launched by the two organizations have transformed the grand narrative of "hard connectivity, soft connectivity and people-to-people connectivity" into tangible spaces where enterprises can participate, cities can apply relevant solutions, and people can truly benefit. What they are practicing sets an example for chambers of commerce and associations in the new era: these organizations should evolve from "matchmakers and resource connectors" into "systemic enablers". Specifically, they not only help enterprises connect with global scientific resources but also provide transformation paths for scientific and technological achievements to move from prototypes to finished products and then to urban application scenarios. Additionally, relying on platforms such as the Digital Intelligent Well-being Micro-Museum, they reduce the costs and risks for Chinese and foreign enterprises to enter each other's markets, and jointly create a new path for "group-style global expansion" in the digital intelligence era.
“家事国事天下事，让人民过上幸福生活是头等大事。”习主席的这句话提醒我们：只要还在工作，每一个参与者都是幸福的创造者、体验者、传播者和受益者。“一带一路”不仅是一条经济之路、文明之路，更是一条幸福之路。从数字未来到场景联通，从系统赋能到幸福共建，一幅关于“科技文明与共建幸福”的新画卷，正在“一带一路”的广阔土地上徐徐铺展。
President Xi's remark that "Among family affairs, state affairs and world affairs, ensuring people live a happy life is the top priority" reminds us that every participant in the BRI initiative is a creator, experiencer, disseminator and beneficiary of happiness as long as they keep contributing. The Belt and Road is not only an economic and cultural corridor but more importantly a road leading to common well-being. From digital future to scenario connection, and from systemic empowerment to joint construction for happiness, a new picture of "technological civilization and co-built happiness" is slowly unfolding across the vast regions along the Belt and Road.

Davit Mkhitaryan, Chief Representative of the Armenia-China Cooperation Development Center, stated that against the backdrop of deepening Eurasian cooperation, the regional economic landscape is ushering in a new period of strategic opportunities. Future regional development needs to shift from a single "corridor-oriented" model to a comprehensive "hub-oriented" one. By integrating capital, technology, talent, and industrial resources, we can jointly build a regionally cooperative platform with strategic supporting capacity. Relying on chambers of commerce and associations as bridges, regional cooperation is no longer merely a channel for logistics and trade, but is evolving into a strategic hub featuring the in-depth integration of innovation, education, and industry, injecting new momentum into high-quality regional development.

Muhammad Ammar, Secretary-General of the China-Pakistan International Industry-Education Cooperation Alliance, noted that the China-Pakistan Economic Corridor (CPEC) has entered a new stage of high-quality development. The modernization of infrastructure continues to accelerate Pakistan's economic growth and has also created an urgent demand for Chinese vocational education and technical training. Looking ahead, educational cooperation and talent cultivation will become key drivers for deepening collaboration between the two countries. By strengthening knowledge sharing, enhancing skill training, and promoting resource synergy, China and Pakistan will continue to empower industrial upgrading and talent development, advancing cooperation from a traditional "support model" to a more in-depth and sustainable "win-win pattern".

北京市工商联副主席、振兴国际智库理事长李志起讲到，民营企业“走出去”更需要系统性支持，而商协会是推动企业国际化的重要载体。当前，企业出海普遍面临信息获取不足导致信心不足，跨文化背景下的能力短板影响海外运营，资源匮乏使中小企业难以应对国际竞争等制约，商协会应主动发挥平台优势，通过提供权威信息、强化能力赋能与搭建合作生态，为企业出海打造更安全、更专业、更具韧性的产业支持系统。同时呼吁各国商协会加强联动，共建产业园区、人才培养机制与创新合作模式，让更多企业在“一带一路”的开放格局中共享新机遇、实现新发展。
Li Zhiqi, Vice Chairman of the Beijing Federation of Industry and Commerce and Chairman of the Zhenxing International Think Tank, emphasized that private enterprises' "going global" efforts require more systematic support, and chambers of commerce and associations are important carriers for promoting enterprise internationalization. Currently, enterprises expanding overseas generally face constraints such as insufficient confidence due to limited access to authoritative information, operational challenges in cross-cultural contexts stemming from capability gaps, and difficulties for small and medium-sized enterprises (SMEs) in coping with international competition due to resource shortages. Chambers of commerce and associations should proactively leverage their platform advantages to build a safer, more professional, and resilient industrial support system for enterprises going global by providing authoritative information, enhancing capacity building, and fostering a cooperative ecosystem. He also called on chambers of commerce and associations from various countries to strengthen linkage, jointly establish industrial parks, talent training mechanisms, and innovative cooperation models, enabling more enterprises to share new opportunities and achieve new development within the open framework of the Belt and Road Initiative.

This conference was hosted by the Global Times and organized by Huanqiu.com. During the event, multiple thematic parallel sessions were held. Participants engaged in in-depth discussions on topics such as urban governance innovation, the innovative development of the big health industry, and modern agricultural advancement. They conducted in-depth analysis of industry development trends and explored new models and pathways for cooperation.
