2021年9月10—11日，由中国工业和信息化部、广西壮族自治区人民政府共同主办，中国工业和信息化部国际经济技术合作中心、广西壮族自治区工业和信息化厅等相关省市工业和信息化主管部门共同承办的第二届“一带一路”国际产业合作论坛暨中国—东盟产业链供应链价值链融合发展论坛于第18届中国—东盟博览会期间在广西南宁举行。

Sponsored by the Ministry of Industry and Information Technology (MIIT) and the People’s Government of Guangxi Zhuang Autonomous Region, the Second Belt and Road Forum for International Industrial Cooperation & China-ASEAN Industrial Chain, Supply Chain and Value Chain Integrated Development Forum (“Forum”) is held in Nanning, Guangxi on September 10-11, 2021. The organizers are the Center for International Economic and Technological Cooperation under the MIIT, the Department of Industry and Information Technology of Guangxi Zhuang Autonomous Region, and other provincial and municipal administrative departments of industry and information technology.
本届论坛以“推动产业链合作 融入新发展格局”为主题，旨在秉持共商共建共享的理念，扎实推进“一带一路”国际产业合作，打造中国—东盟产业链供应链价值链交流合作新平台。中国工业和信息化部副部长徐晓兰、广西壮族自治区副主席费志荣出席论坛并致辞。
Themed as “Promote Cooperation in Industry Chains and Integrate into the New Development Paradigm”, the Forum aims to uphold the concept of extensive consultation, joint contribution, and shared benefits, steadily promote the “Belt and Road” international industrial cooperation, so as to build a new platform for exchanges and cooperation in China-ASEAN industrial chain, supply chain and value chain. Xu Xiaolan, Vice Minister of the Ministry of Industry and Information Technology, and Fei Zhirong, Vice Chairman of Guangxi Zhuang Autonomous Region attended and delivered a speech.
徐晓兰在致辞中指出，中国—东盟关系被视为亚太区域合作中最为成功和最具活力的典范。中国与东盟要继续紧密携手，发挥互补优势，进一步深化产业合作，在产业链供应链创新链融合发展上探索一条合作共赢的道路。今年是中国和东盟建立对话关系的“而立之年”，中国视东盟为“一带一路”国际产业合作的重要地区和构建新发展格局的重要合作伙伴，愿同东盟一道，共同应对风险挑战，积极推动产业链供应链价值链融合发展，实现共同发展，为全球经济复苏做出贡献：
一是加强政策对接。在数字经济、绿色发展等重点领域，推进战略、机制、规划对接和制度创新，推动双方产业链供应链合作走深走实。
二是促进产业链融合。加快落地实施一批重大项目，探索打造一批产业定位清晰、区位优势突出、运营管理先进的产业链合作示范区，培育形成区域产业集群。
三是保障供应链畅通。保障人流、物流、资金流、信息流在地区间、产业间的合理流动和畅通，增强供应链稳定性和抗风险能力。
四是推动价值链提升。以政府间科技合作协议为指南，加快共建一批高水平协同创新载体，联合开展一批重大科技攻关项目。
Xu Xiaolan pointed out that the China-ASEAN relationship is seen as the most successful and dynamic model in Asia-Pacific regional cooperation. China and ASEAN should continue to work closely, give full play to their complementary advantages, further deepen industrial cooperation, and explore a path of win-win cooperation in the integrated development of industrial chain, supply chain and value chain. This year is the 30th anniversary of the establishment of China and ASEAN dialogue relationship, China regards ASEAN as an important area of “Belt and Road” international industrial cooperation and an important partner to build a new development pattern. China is willing to work with ASEAN, jointly deal with risks and challenges, actively promote the integrated development of industrial chain, supply chain and value chain, so as to realize common development and contribute to the global economic recovery:
First, we should strengthen policy matching. We should promote the matching of strategy, mechanism, planning and institutional innovation in key areas such as digital economy and green development, so as to deepen and implement cooperation in the industrial chain and supply chain of both sides.
Second, we should promote the integration of industrial chain. We should accelerate the implementation of a number of key projects, explore ways to build a number of demonstration zones for industrial chain cooperation with clear industrial positioning, prominent geographical advantages, and advanced operation and management, so as to foster and form regional industrial clusters.
Third, we should guarantee a smooth supply chain. We should guarantee a reasonable and smooth flow of people, logistics, capital and information between regions and industries, so as to enhance the stability of the supply chain and its ability to resist risks. Fourth, we should drive the improvement of the value chain. We should accelerate the construction of a number of high-level collaborative innovation carriers and jointly carry out a number of key scientific and technological research projects under the guidance of intergovernmental science-technology cooperation agreements.
费志荣在致辞中指出，广西将深入学习贯彻习近平总书记关于建设更为紧密的中国—东盟命运共同体的重要论述和对广西工作系列重要指示精神，准确把握新发展阶段、抢抓用好新发展机遇、深入贯彻新发展理念、加快服务和融入新发展格局，推动中国—东盟产业链供应链价值链深度融合发展。费志荣提出三点倡议：

一要突出区位优势，抓住中国和东盟互为第一大贸易伙伴、区域全面经济伙伴关系协定（RCEP）加快生效实施等重大机遇，以推动建设西部陆海新通道为牵引，进一步深化与“一带一路”沿线国家与地区，特别是东盟国家的产业合作，高水平推进“南向、北联、东融、西合”步伐，着力构建服务和融入新发展格局的重要节点枢纽；
二要发挥产业基础条件，加强与粤港澳大湾区、长江经济带、东盟国家产业合作，以汽车及新能源汽车、电子信息、高端金属新材料、绿色化工新材料四个重点产业和机械装备、生物医药、特色食品等若干特色产业为重点，着力打造“4+N”跨区域跨境产业链供应链；
三要推动建设中国—东盟产业转移合作示范区，推广“两国双园”合作模式，探索形成“一个产业园区对接一个东盟国家产业链”合作新机制，打造跨区域跨境现代流通体系，在提升产业链供应链金融服务水平、推进高标准市场体系建设等方面进一步深化合作，为强化产业合作提供支撑保障。
Fei Zhirong pointed out that Guangxi will thoroughly study and implement General Secretary Xi Jinping’s important exposition on building a closer community between China and ASEAN and his important instructions for Guangxi work, accurately grasp the new development stage, seize the new development opportunities, thoroughly implement the new development concept, speed up service and integrate into the new development pattern, so as to promote the in-depth integration development of China-ASEAN industrial chain, supply chain and value chain. Fei Zhirong put forward three initiatives:
First, we should highlight location advantages, seize the key opportunities like China and ASEAN are the largest trade partner to each other, like the Regional Comprehensive Economic Partnership (RCEP) is sped up for implementation, so as to further deepen industrial cooperation with “Belt and Road” countries and regions, especially ASEAN countries through the promotion of the construction of western new channel. We should promote the pace of “facing to the south, allying with the north, integration to the east and construction with the west” at a high level, and strive to build an important node hub for services and integration into the new development pattern.
Second, we should give play to industrial basic conditions, strengthen industrial cooperation with Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Economic Belt and ASEAN countries. We should focus on the four key industries, i.e., vehicles and new energy vehicles (NEV), electronic information, high-end new metalmaterials, and green chemical new materials as well as several featured industries such as machinery and equipment, biomedicine, and special food, so as to build “4 +N” cross-regional cross-border industrial chain and supply chain.
Third, we should promote the construction of China-ASEAN industrial transfer cooperation demonstration zone, promote the “two parks in two countries” cooperation mode, explore the new cooperation mechanism of “one industrial park docking with one ASEAN country industrial chain”, and build cross-regional cross-border modern circulation system, further deepen cooperation in improving the financial service level for industrial chain and supply chain and in promoting the construction of a high standard market system, so as to provide support and guarantee to strengthen industrial cooperation.
柬埔寨前副首相诺罗敦·施里武亲王，东盟副秘书长萨特温德·辛格，中国驻东盟大使邓锡军分别进行视频致辞，缅甸驻华大使苗丹佩出席论坛并致辞。
Former Cambodian Deputy Prime Minister Prince Norodom Sirivudh, ASEAN Deputy Secretary General Satvinder Singh, and Chinese Ambassador to ASEAN Deng Xijun delivered a video speech respectively. Myanmar Ambassador to China Myo Thant Pe attended the Forum and delivered a speech.
围绕有关主题，本届论坛期间还召开了“中国—东盟产业链供应链创新合作论坛”“中国—东盟装备制造产业合作论坛”“中国—东盟生物医药及大健康制造产业合作圆桌会议”三场分论坛。主论坛期间举行的“一带一路”国际产业合作项目签约仪式上，共有36个项目通过线上线下方式签约，项目总签约额超过200亿元。期间，由中国工业和信息化部国际经济技术合作中心联合国内知名高校、研究机构，及国内外重点领域行业协会、企业代表共同发起的“‘一带一路’工业通信业国际合作智库联盟”“中国—东盟跨区域跨境产业链供应链合作平台”分别举行发布和成立仪式。
Focusing on relevant themes, three sub-forums were also held. The themes are “Sub-forum 1: China-ASEAN Industrial Chain and Supply Chain Innovation and Cooperation Forum”, “Sub-forum 2: China-ASEAN Industrial Cooperation in Equipment Manufacturing Forum” and “Sub-forum 3: China-ASEAN Industrial Cooperation in Biomedicine and Big Health Manufacturing Forum”. At the signing ceremony of the “Belt and Road” international industrial cooperation project held during the Forum, a total of 36 projects were signed online and offline, with a total signing amount of more than 20 billion yuan. During the period, the launch ceremony of the “Belt and Road” Industrial Communication Industry International Cooperation Think Tank Alliance and the establishment ceremony of the China-ASEAN Cross-regional Cross-border Industrial Chain & Supply Chain Cooperation Platform initiated by the Center for International Economic and Technological Cooperation under the MIIT along with domestic well-known universities, research institutions, domestic and foreign key field industry associations, and enterprises were held respectively.
东盟秘书处、东盟国家驻华使领馆代表、中国工业和信息化部有关司局、各省区市工信部门代表，知名专家学者及企业代表共300余人以线上和线下的形式参会。
More than 300 people attended the Forum. Representatives from the ASEAN Secretariat, embassies and consulates of ASEAN countries, departments and offices under the MIIT, provincial and municipal administrative departments of industry and information technology, well-known experts, scholars, and representatives of enterprises attended the Forum online and offline.
